The Ministry of Public Administration and Political Affairs has concluded nationwide consultations to validate a new curriculum for Sierra Leone’s Public Service Academy, clearing the path for the Civil Service Training College to complete its transition.
The final leg ended in Bo last week after a four-district tour that took MoPAPA teams to Makeni, Port Loko, Kenema, and Bo. Each stop combined radio outreach with closed-door stakeholder sessions to test and refine the training framework meant for all public servants paid through the Government Consolidated Fund.
Minister of Public Administration and Political Affairs, Amara Kallon said the Academy cannot succeed without buy-in from the workforce it serves.
“The transformation of CSTC into a Public Service Academy demands a comprehensive curriculum that caters for the entire public service. These consultations ensure civil servants understand, contribute to, and take ownership of the framework,” Kallon told participants.
The exercise opened in each district with public discussions on Radio New Song, Radio Kpankasoka, SLBC Kenema, and KISS Radio. That was followed by interactive sessions with MDAs, Local Councils, CSOs, HRMO, PSC, Provincial and Senior District Officers.
Consultant Prof. Duramani Lakkoh told stakeholders the curriculum targets a professional, efficient, citizen-centered public service. HRMO and PSC officials stressed standardized training that responds to shifting governance and service delivery demands.
The EU and UNDP supported the process. UNDP reaffirmed commitment to Sierra Leone’s public sector reform and capacity building.
Participants across all four districts said the consultations gave them a direct voice in shaping training that reflects field realities. Many cited professionalism, accountability, and innovation as expected gains.
MoPAPA said recommendations gathered will be integrated into the final curriculum before nationwide rollout. The Academy model is expected to anchor continuous professional development for the civil service going forward.
